Q. Why does a cell phone always emit electric waves?

A. When we call a cell phone, the call is routed to the an exchange device exclusively for cell phones called a mobile communications exchanger. The call is then connected through the base station that is closest to where the mobile phone is located. Since there are many base stations, a cell phone transmits signals at regular intervals to indicate where it is and identify base station to connect through.
